Performance dialogs NMBS & Infrabel

The Belgian federal government gave its approval last spring to the so-called "preliminary specifications" that clear the tracks for negotiations regarding the conclusion of new management contracts with the rail companies the SNCB and Infrabel.

Within its competence of monitoring these management contracts, the FPS Mobility and Transport wishes to gain greater visibility on the operation of the rail sector and the use of the funds made available by the State.

Structure of the assignment

Arch was commissioned as an external consultancy by the FPS Mobility to guide them in the following areas:

  1. Drawing up the structure and process of the performance dialogues ("roadmap");
  2. Providing templates;
  3. Developing a communication plan between the parties involved and to stakeholders;
  4. Providing solutions for data sharing between rail companies and the FPS;
  5. Proposing incentive/sanctioning mechanisms.

 

How did we approach this?

 

    Arch had intensive discussions with the railway companies involved, the FPS itself, the cabinet and some key stakeholders to ensure that the final proposals would have wide possible support. These proposals will be included in the final management contracts between the government on the one hand and SNCB and Infrabel on the other.
